On the governmental bench of the Grand Coalition sitting from left to right: Federal Chancellor Kurt Georg Kiesinger, Deputy Chancellor Willy Brandt, Federal Minister of the Interior Ernst Benda and Minister of Justice Gustav Heinemann. The reading of the emergency laws in the Bundestag was negotiated on this day. The emergency laws changed the constitution and introduced a state of emergency constitution to safeguard the state's ability to act in crisis situations. The extra-parliamentary opposition reacted with protests.
