1952 - For four months the big conference room of the International Ruhr Authority has seen no more meeting. Earlier the representatives of the seven member states met in monthly basis. Now the same lethargy lies over the Authority for the Ruhr as over the Coal Control Group located at Villa Huegel: one is waiting for the realization of the Coal and Steel Community of the Schumann Plan, with the start of their work the tasks of the Authority for the Ruhr will be outdated.
